I know from experience that hair standing up is a sign of dehydration, but I've never seen one where there's only one area that's standing up like that. Maybe he just needs to grow into his fur!
We have two rescues with Turkish Van and their floof (it's more floof than fur) does that crazy bed-head a lot when they sleep. As they breath in and out, the floof just stands up more and higher. It's ridiculous ;)
Keep a close eye on this one! He looks like he has horns.
